Unable to deactivate refraction in WAVE module

Dear Delft3D community,

in my installation of Delft3D it seems to be impossible to deactivate the refraction process in the WAVE module / SWAN.
Comparing WAVE runs (tried both coupled and standalone) showed that I get exactly the same results regardless of the value (true / false) of the refraction keyword in the mdw file. The SWAN INPUT file does contain the correct keyword OFF REFRAC and no error / warning message is given in SWAN or D3D output.
I observed the same behaviour when trying to disable frequency shift. For wind growth it worked, however.
The same problem occurs on both my local Windows installation (Delft3D-WAVE Version 3.07.00.62434) and the Linux server (Delft3D-WAVE Version 3.07.00.64862) I'm using.
My colleagues (who use the same program version on their computers) encounter the same behaviour when they try to disable refraction in their models.

It seems to me that the problem is not directly related to the WAVE version or the model setup. Nevertheless, I have attached a simple model setup that yields the same simulation results regardless of the refraction keyword.

Any suggestion would be much appreciated.
