Questions about the Delft FM

I used the Delft3D for a long time and I tried to transfer to the Delft FM in recent days. I have several questions related to the building process and the usage of the software.
First, I found when I build the source code from different versions (different versions in the tags folder), the built outputs are different. For example, I built the 68819 folder and the src\bin\x64 folder includes four folders: dflowfm, dmor, plugins, share. I think the dflowfm is the FLowFM model, but there are no dwave or swan models in the built folder. Then, I rebuild the 69754 folder from the tags, the src\bin\x64 have dflow2d3d, dmore, dpart, dwaq, dwaves, esmf, menu, plugins, share, and swan. There is no dflowfm in the folder. I am quite confused, why these two versions built different models.
Second, I found running the examples of the FLowFM is not as straitforward as the FLow3D. The manual illustrated the tutorials of FLowFM using the Delta Shell as the GUI. When I tried to downloaded the Delta Shell from the website, it says:"By default, Delta Shell includes only base plugins and in general is not ready for a modelling use.". When I tried to download the NGHS D-FLOW FM (I am not sure whether this software is the one shown in the FLowFM manual), the links is broken. When I tried to download the source code of the Delta shell, the source code folder is empty. So, can anyone tell me how to run a tutorial using the Delta Shell?

I discovered running the instances of the FLowFM isn't as straitforward as the FLow3D.

Is Delft3D open source?
Delft3D FM is fully open source (GNU AGPL).
